The Eighth “Tianyan Cup” China International Children’s Cartoon Competition
The Eighth “Tianyan Cup” China International Children’s Cartoon Competition sponsored by the Organizing Committee of China International Cartoon and Animation Festival, China National Youth and Children’s Palace Association, China Association for Children’s Plastic Arts, the Magazine Master of Humor of Zhejiang People's Fine Arts Publishing House and Hangzhou Municipal People’ Association for Friendship with Foreign Countries, undertaken by Hangzhou Youth and Children’s Centre has now been launched. The followings are the related affairs of the Competition:
I. Purpose
Cartoon, as a public cultural form suitable for both the refined and popular tastes, is favored by youth and children by virtue of its various forms, vivid images, humor and proximity to life. The China International Youth and Children’s Cartoon Competition invites youth and children to contribute their cartoon works based on the real life, which describe the wonderful world, sparkplug civilization, satirize adverse tendency and reflect positive side of life. Meanwhile, it aims to popularize cartoon among youth and children, achieving the goal of mutual communication, co-development and gradual improvement.
The Competition has been successfully held for 8 times since 2006. A total of 136,000 pieces of works have participated in the competition, and the participants come from five continents and 41 countries and regions. The Competition is widely accepted and loved by the young. It has grown into a quality brand for education exchange.
Each year, the Competition will work out themes from several perspectives such as traditional Chinese zodiac culture, environment protection, vision of future etc. to stimulate the creation passion and to promote the original creation concept.

Youth and children who are under 18 (inclusive) from all over the world.
III. Duration
November 2012-May 2013
IV. Steps
1. Establish the Organizing Committee and Judge Panel in November 2012. Organizing Committee is established by the sponsor and undertaker of the Competition. Experts from home and abroad will be invited as judges.
2. In early December 2012, send out Notice and Contribution Invitation by China National Youth and Children’s Palace Association, China Association for Children’s Plastic Arts, Hangzhou Municipal People’s Association for Friendship with Foreign Countries, the Magazine Master of Humor of Zhejiang People's Fine Arts Publishing House and via internet.
3. Deadline for contribution is March 20, 2013 (according to the date of post stamp).
4. From late March to late April 2013, initial evaluation and final evaluation of works will be performed. Excellent works will be exhibited and awarded and printed out as collection afterwards. (Exhibition and award will be further noticed).
5. From late April to early May 2013, perform awarding and exhibition according to the China International Cartoon and Animation Festival.
6. In middle and later May of 2013, certificate and collection of works for the competition will be mailed.
V. Requirements
1. Units who receive this Notice shall organize and tutor cartoon fanciers from fine arts leagues and training classes to create works and contribute in accordance with the rules of Competition (no quantity limitation of contribution).
2. All units are expected to promote this Competition and encourage more youth and children to participate in.
3. Organizing prize will be awarded based on quantity and award-winning conditions of contribution.

Contribution Invitation for The Eighth “Tianyan Cup” China International Children’s Cartoon Competition

V. Participants and Scope
Any youth or child under 18 (inclusive) has the right to participate in the competition.
Individuals or groups are welcome.

VII. Rules:
1. Participants are divided into Middle School Group and Primary School Group.
2. Participating works shall be original, instead of modification, reproduction or copy from others. They shall boast entire copyright. In case of violation, the participation qualification of such works will be cancelled.
3. Each participant is allowed to contribute 1 piece of works.
4. Works for this Competition will be classified into three major categories as hand painted works, computer painted works and flash cartoon.
A. Requirements on hand painted works:
Hand painted works must be original works. Fly your imagination and novel design is required. The theme shall be positive. Your painting can be in the form of a single page, or a four frame, or comic series, or other creative cartoons. (And both black-and-white works and colorful works are acceptable.) Paper of the works should not be smaller than 20×30cm nor bigger than 55×40cm. No framing is needed.
B. Requirements on computer painted works: focus on the themes, colored printing, A4 paper, with related information about the works as well as the creator on the back and send it to the Organizing Committee by mail.
C. Requirements on flash cartoon works: focus on the themes, individual works and team works (with all the team members under 18) are both acceptable. Works shall be submitted in SWF format with size ≤5M. Source documents and instruction of the works shall also be submitted. Provide related information about the works as well as creator (refer to Point 5 under VII. Rules) in word format in the CD. Make a CD containing the SWF work, source documents and instruction and mail it to the Organizing Committee.
5. Each work will be stuck on the bottom right corner a form including nationality, name, sex, date of birth and group to attend (Middle School Group or Primary School Group), name of school, address, post code, telephone number, instructor, title and brief introduction to works, etc. Visit the official website of China International Cartoon and Animation Festival http://www.cicaf.com and the website of Hangzhou Youth and Children’s Center http://www.hzqsn.com to download the forms of Registration Table of the Participating Works and Statistics Table of Group Participation.
6. No fee is charged for participation.
VIII. Awards
1. Top Grade Prize will be awarded to 10 contestants (RMB 1000 each).
2. Gold Prize, Silver Prize, Bronze Prize and Merit Prize will be awarded for 1%, 1.5%, 2.5% and 5% participants of total contribution works respectively.
3. Excellent Organizer Award is also provided to prize units with over 200 pieces of works and teams with highest rate of award-winning.
4. Excellent Instructive Award is given to the teachers of winners of Top Grade Prize and Gold Prize as well as the teachers of the group winning the Origination Award.
5. Excellent works winning prizes will be included in the Collection. Each award winner will be awarded with certificate and one Collection.
IX. Works Exhibition
Excellent works will be displayed in professional art exhibitions or on the web, and names of all prize winners will be announced the websites (websites of China International Cartoon and Animation Festival and the website of Hangzhou Youth and Children’s Center). Also, some of them will be published in magazines such as Master of Humor.
X. Deadline
Contribution deadline is set on March 20, 2013 (according to the date of stamp). If they are sent by post office, please protect the works by providing a scaleboard.
XI. Agreement
No works will be returned back. The authors agree to transfer the publishing right, exhibition right and property right of the works to the Sponsor. All the participants are regarded as to agree with the rules above.
XII. Special Instruction
Sub-division competition areas are to be set all over the world for this Competition. Areas which meet the basic conditions for establishing a competition area may apply with the Origination Committee to assume the organization and review work within such area. Please contact the Origination Committee for details about establishment of sub-division competition area.
The Competition will hold the Second Cartoon Education Exchange Forum in the end of April 2013, and organize the winners to participate in summer camp at the beginning of August. Specific details will be notified in March 2013. Welcome to call the Organizing Committee for consultation.
